NCARF is a 501 (c)(3) service agency consisting of an alliance of volunteers dedicated to supporting the animals of Navarro County and their caregivers. We do this through the development and implementation of programs that provide and encourage preventative veterinary care, animal care and training, education, and community outreach.

- Prevent the births of unwanted dogs and cats in Navarro County through spay/neuter assistance and education.
- Prevent the spread of animal and zoological diseases through vaccination assistance and education.
- Support the animal caregivers of Navarro County through the development of educational and community outreach programs directed at keeping companion animals in their homes and enhancing the relationship caregivers share with their pets.
- Work with the City of Corsicana Animal Shelter whenever possible to prevent the unnecessary surrender of companion animals, improve the circumstances for animals at the shelter, and promote the adoption of
shelter animals.
- When funds are available, assist with the care and proper placement of injured, unwanted or abused animals.
- Work in cooperation with other agencies and organizations who share our mission to accomplish our goals in the most effective and efficient method possible.

The Navarro County Animals at Risk Foundation was established in 2003. It was founded by a group of volunteers who wanted to provide assistance and aid to the animals of Navarro County and their care givers. During this time we have:
- Developed our Spay/Neuter Assistance Project, which helps residents of Navarro County with the cost of spay and neuter surgeries for their pets. Through this program we have spayed or neutered over 1000 animals.
- Conducted low-cost small animal and equine shot clinics in which over 400 dogs, cats and horses have received much-needed yearly vaccinations.
- Held fund-raising events to raise money for our programs and awareness of animal issues such as adoption, spay/neuter, preventing cruelty and proper pet care.
- Partnered with the City of Corsicana to hold the annual Pooch Paddle to provide a fun event for people and their dogs.
- Provided care givers with financial assistance in over 100 cases for necessary medical treatment of their pets.
- Found good, loving homes for many abandoned animals.
